When the temperature spikes or plummets, most of us turn up the air conditioning or wrap ourselves in a blanket—but for many of our neighbors facing homelessness, poverty, or displacement, relief isn’t so simple. That’s why Milford Advocacy for the Homeless (MAH) is proud to introduce a new, compassionate response: the Emergency Support Pop-Up Care Station (ESPCS). These Care Stations are designed to meet people where they are with care, dignity, and life-saving supplies.

Launched right here in Milford, Delaware, this rapid-response program brings essential support directly to people in crisis—during Code Red (extreme heat) and Code Purple (extreme cold) weather events. In 2024, MAH launched partnerships with the Milford Library, Brandywine Drop-In Center, and several local churches to pilot this program. The pilot was a successful community effort to ensure help during times of severe weather. We are now launching it as a full program in 2025.


What Is a Care Station?

Think of the ESPCS as a mobile resource hub for individuals who are unhoused, newly displaced, or living in unsafe conditions without reliable heat, cooling, or water. Each pop-up Care Station offers free:

  • Hygiene kits
  • Water and nutritious snacks
  • Cooling towels or warming gear
  • Mental wellness resources
  • Information and connection to MAH programs like transportation to shelters, food access, and home goods for those moving into housing.

This program is supported by trauma-informed volunteers, these Care Stations are not only practical—they are personal. Each visitor is treated with dignity, care, and respect, creating a human connection in moments of crisis.


Why It Matters Now

As we continue to see more unpredictable weather and increasing rates of housing instability, the need for fast, flexible, and compassionate support is more urgent than ever. Many people experiencing homelessness or living in poor housing conditions fall through the cracks during emergencies. The ESPCS program helps fill that gap—offering relief when it’s needed most.

ESPCS is expected to reduce instances of dehydration, frostbite, hygiene-related illness, and even emotional distress. For some, it could mean the difference between life and death. For all, it’s a reminder that Milford shows up for its neighbors.


Community Partnerships Make It Possible

This program is rooted in collaboration. Thanks to Milford Library, Brandywine Drop-In, and several faith-based partners, the ESPCS will operate in accessible, trusted community spaces. MAH is also working closely with emergency responders and mental health providers to ensure each guest receives not just a care kit—but a caring hand and a pathway to longer-term support.
